Dyson spheres and the Kardashev scale are utter sci-fi nonsense.
Why? Well there are several reasons that the Dyson sphere is nonsense. I'm going to ignore the belly-laugh inducing implausibility of actually building any object that's millions (never mind billions) of kilometers in diameter. It's mechanically ridiculous, even if there was enough material to do it. So no, no matter how advanced a civilization gets, they can't ignore physics.
But assume for giggles that it could be built… the Sun’s gravitational field extends uniformly (subject to the inverse square law and GR) in all directions. No object can be stationary above any point on the sun without literally falling towards it. Just like Newton’s apple. Objects like planets can orbit the sun, of course, and so the sci-fi fans go “well of course it would be orbiting the the sun. The sun would be at the center of the spinning sphere”. And ignoring for a moment the issue of how one would actually cause it to spin, would happen to a sphere? Clearly the equator of a sphere could orbit the sun, but as you moved north or south from the equator of the sphere, the orbital velocity of each point on the surface would get slower and slower. At the north and south poles, those points would be stationary above the corresponding points on the “surface” of the sun. And they would drop like a stone.
In fact, most of the structure would be below the velocity needed to remain in orbit. Orbital mechanics is a very precise subject. It just isn't physically possible to build such a structure and even if you resort to the hand-wavy excuse that it would be light and airy, it would simply collapse and crash into the sun. So the concept is garbage.
Now what about Kardashev? He assumes that increasing consumption of energy is the hallmark of advanced societies. Up to a point that’s perhaps true, but there are also the laws of thermodynamics. Energy can be harnessed as heat to do work, but it doesn't go away. You don't actually consume it. It just changes places. For as much incoming energy/heat as you get, you have to be able to reject it or you just heat up and eventually melt away. Our sun emits enough energy every second to turn the Earth into vapor. One would think our clever alien buddies would know a smidge about thermodynamics and choose not to even bother trying to do such a thing.

It is called Tabby's star and is believed to be surrounded by a dyson sphere
